我国财政政策从“积极”向“稳健”转型的思考

我国从1998年至2004年连续七年实行了积极的财政政策,对国民生产总值的增长产生了较好的效果。但积极的财政政策长期实施将会产生严重的负面影响。根据我国客观形势和条件,积极的财政政策有必要向稳健的财政政策转变。我国制定财政政策的过程往往容易忽视财政自动稳定器自身的作用,对此我国应该给其更多的重视。

Reflections on the Transformation of China's Fiscal Policy from "Positive" to "Steady"

Had implemented the positive fiscal policy for seven years continuously from 1998 to 2004, itnot only produced the better effect to the growth of GNP, but resisted Asian financial crisis effectively soas to promote the imports and exports of foreign trade and to advance the economy in a sustainable, rapidand healthy development. Yet, positive fiscal policy as a transitional policy would bring on a serious negative effect in the process of implementing this policy for a long time. According to China ' s objective situation and conditions, it was necessary to change from positive fiscal policy to steady fiscal policy. Chinese government, however, often ignored the function of automatic financial stabilizer in the course of making fiscal policy so that it would arouse us to pay more attention to it.
