The implementation of the contracted household responsibility system（which links remuneration of peasants to their output） not only liberates the productive forces enormously in the countryside,but also contributes significantly to peasant workers＇ transfer from their land to urban jobs.However,without further policy innovation,the household responsibility system is becoming an obstacle to peasants＇ transfer to urban areas in reality.Which type of land ownership is most favorable to peasant workers＇ complete transfer to urban areas： state ownership,collective ownership,or individual ownership supervised by the state？ The article tries to explore the best policy combination based on analysis.
