新时代自然资源资产管理体制的困境及克服对策研究

国有自然资源资产是我国现行自然资源资产管理体制的规制对象。生态监管机构改革之后,由新设的自然资源部对自然资源开发利用和保护进行统一监管,对自然资源、自然资源资产实行分级分类管理,并在国家公园体制建设中探索所有权分级代表的模式。目前管理体制中所有者权利与义务尚未完全明确,自然资源资产的社会经济属性没有明确界定,市场运营与资产监管亦未分离。为此,实现分级管理之下的综合管理、统一管理之下的分类管理、协同资产管理的省部级关系,以及协调管理主体与市场的关系,是建设自然资源资产管理体制的主要路径。

Predicament and Overcoming of Natural Resources Asset Management System in the New Era

After the reform of the ecological regulatory body,the newly established Ministry of Natural Resources has unified supervision over the development,utilization and protection of natural resources,and the state-owned natural resources assets are the regulatory objects of the natural resources assets management system.The Ministry of Natural Resources carries out classified management of natural resources and natural resources assets at different levels,and explores the model of hierarchical representation of ownership in the construction of National Park system.At present,the owner's rights and obligations in the management system have not been fully defined,the socio-economic attributes of natural resources assets have not been clearly defined,and the market operation and asset supervision have not been separated.To this end,the main way to build the natural resources assets management system is to realize the comprehensive management under the hierarchical management,the classification management under the unified management,the provincial-ministerial relationship under the collaborative asset management,and the relationship between the management subject and the market.
