| 摘 要： | 清朝初年,中央政府为了巩固对西北的统治,加强了对青海的治理。笔者认为,清朝初年政府分三步把青海置于其直接管理之下：第一,与青海建立羁縻藩属关系;第二,加强对西藏的管理,削弱青海和硕特部在西藏的影响;第三,设置西宁办事大臣,把青海完全置于中央政府的直接控制下,为维护统一的多民族国家奠定了基础。

| Abstract: | Qinghai,is very important not only on strategy geographic location and on religion.In early Qing dynasties,the government took three steps to strengthen the management of Qinghai.First,to establish vassal state under Qing dynasties;Second,to strengthen the management of Tibet,in order to weaken the effect of HeShuo Tribe in Qinghai;Third,to set the minister in Xining.Therefore,Qinghai is entirely under the control of the central authorities. |
