中国特色的公共决策民主化——以制定“十二五”规划为例

世界上没有一个适用于所有国家的民主模式和标准。中国特色的民主是民主集中制,这个制度已成为社会主义制度中不可分的一部分。十二五规划编制是中国公共决策民主化的最好案例,它总共经历11个步骤,包括:中期评估、前期研究、形成《国家十二五规划基本思路》、党中央《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》(简称《建议》)起草、通过《建议》、制定《中华人民共和国国民经济和社会发展第十二个五年规划纲要》(简称《纲要》)、国家规划专家委员会论证、广泛征求内外部意见、全国人大审议并批准《纲要(草案)》、正式公布《纲要》、规划实施。它是广泛参与、深入调研、尊重科学、开放学习的公共决策过程,说明中国已经形成了行之有效的公共决策机制,未来它还将进一步制度化、科学化、民主化。
