政策是体现国家权力、发挥其作用的软件，它对经济生活的影响与作用使之必然也成为影响一国经济安全的重要环节，因而，政策实施的成功与否具有安全属性。而成功的政策实施保障，从大处看需要符合实际、符合科学性、符合大多数人的利益。这是经济安全理论研究中的一个尚未涉及而又不可小视的问题。

On the Strategy of the Safety of Policy-carrying-out in the Process of Protecting Economic Security

As a kind of software of embodying the power of a nation and representing its effects, a strategy has by nature certain influence on a nation's economic life, which necessarily makes itself a critical element of deciding a nation's economic security. Hence, whether a strategy can be successfully carried out or not is of a feature of security, though to pursue a strategy successfully, from a bird's view, demands a condition of catering to the practical situation, to the science and to the interests of the majority. This is a problem which cannot be neglected, though not dealt with deeply, in the research field of economic security.
