晚清地方官员与宁夏开发

对晚清时期宁夏开发的思想主张之研究 ,在学术界尚属空白。晚清时期包括地方官员在内的近人 ,对宁夏的自然地理环境、交通、财税、政治、教育环境进行初步考察 ,从交通、农业、手工业、财税、政治、教育尤其是对兴办新式学校方面提出各自的思想主张 ,表明近人已看到宁夏地理环境及其它制约因素 ,其观点除有维护清廷统治的动机外 ,还试图通过防止外国侵略 ,澄清吏治 ,发展区域经济及教育事业 ,促进本区域的经济与社会进步 ,从而成为近代开发本区域的初步设想和宁夏近代开发思想之雏形。

The Local Officers'' Ideas and Practice on Ningxia Development in the Late Qing Dynasty

There has been no study on the local officers' ideas and practice about Ningxia development until now. The local officers in the late Qing Dynasty investigated the environment, traffic, finance,politics and education in Ningxia. They offered their ideas for the development of traffic, agriculture and manual trade, reform of politics and education ,especially on building schools and put them into practice. They had seen the restriction of the natural surroundings. Their purposes were to maintain the late Qing Dynasty's rule and to avert foreign aggression. Their plans became a miniature form of the plan on Ningxia development. Their action not only promoted the progress of economy and society in Ningxia but also was beneficial to develop Ningxia today.
