建立农村人口和计划生育基础管理“以村为主”工作机制的实践与思考

针对新时期农村基层人口和计划生育工作面临的宣传教育氛围淡化、依法管理手段弱化、齐抓共管力度退化的突出问题，宿迁市尝试建立了“以村为主”的工作机制，将管理关口、工作重心下移到村，强化乡、村、组逐级分包责任制，健全村两委、村专干、驻村干部三位一体齐抓共管的工作格局，推动了人口计生基础管理村级主体作用的发挥和各项管理服务措施的落实。
