人权观念在亚洲

从官方的材料中或多或少可以看出:亚洲各国政府或人民考虑人权观念这一问题时强调:(1)“两人相觉”的必要性;(2)个人与集体从家到国到世界的协调的与和谐的关系;(3)历史,文化与国家的背景;(4)人权对话与实施中的公平;(5)对待人权的综合的态度,但是强调经济,社会和文化方面的权利。另外,亚洲国家有倡导某良性生活的观念的倾向,这些观点在一个层次反映了亚洲各国政府或人民对主权的强调,在更深的层次反映了亚洲人由经受殖民主义统法治的经验诱发的对民族自决的强烈愿望。

The Concept of Human Rights in Asia

From official materials touching upon the concept of human rights,it can be observed more or less that in their inquiries,Asian States and/or Asians emphasize(1) the need to be conscious of the others,(2) a balanced and harmonious relationship between and among the individual and the collectivity starting from the family,to the State and the world,(3) historical,cultural and national background,(4) evenhandedness in dialogues and enforcement;(5) an integrated approach to human rights with an emphasis on economic,cultural and social rights.There is also a tendency on the part of the Asian States to champion a conception of the good life.These reflect,on one level,the Asian emphasis on sovereignty,and,on a deeper level,the Asian desire for self-determination as a reaction to the humiliating colonial experience.
