粮食安全观的转变与构建

粮食安全问题的治理方案,经过了数量化粮食安全观、市场化粮食安全观与社会化食物主权观三次迭代,三者分别侧重于粮食供应、流通与分配问题。实际上,粮食安全是一个综合议题,应统筹考虑粮食的自然、经济、社会与政治等多重属性,兼顾基本口粮供应与更丰富食物获取、国际市场粮食流通与国内食物权利分配,全方位夯实粮食安全根基。中国式现代化的粮食安全方案体现为大粮食安全观,它不仅表现为大科技观、大储备观、大食物观、大安全观,还表现为国家、市场与社会共同缔造,中央、地方与基层共担责任的大责任观。

Transformation and Construction of Food Security Vision

A review of food propositions reveals that food security has gone through three iterations of quantitative food security, market-based food security, and social food sovereignty, focusing on the supply, distribution, and circulation of food respectively. In fact, food safety is a comprehensive subject, should be planned as a whole, with multiple attributes of grain, including its natural, economic, social and political attributes taken into consideration. On the other hand, basic food supply and richer food acquisition, the international market circulation and domestic allocation balancing all should be considered to consolidate food security foundation. Food security scheme of Chinese modernization is a big food security vision, both in terms of big science and technology, big reserves, big food, and big security, and in terms of big responsibility, which is co-created by the state, market and society, and shared by the central, local and grassroots levels.
