| 摘 要： | 为了探析信息产业全球标准的形成与扩散,通过采用文献分析和案例分析等方法,以移动通信业为例加以分析,指出信息产业表现出高度的竞争—合作的市场结构,在信息产业发展中技术标准具有非常重要的作用,与之发展相适应的是全球标准的出现。这种市场结构的形成是以技术标准化为前提的。第二代移动通信系统发展并不取决于技术因素,而其中的政治和经济因素则起了关键作用。主要表现在:欧盟的统一标准化政策;标准的开放性;技术标准应用中充分的竞争与合作;以及有利于扩大安装基础的知识产权规则。这些经验对于中国3G发展中的监管制度、标准化政策等问题具有重要的借鉴意义。

| Abstract: | The standard plays an important role in technical development and innovation,and the development of information technology commands higher requirement for technical standardization,which results in the global standards.GSM is the second generation standard made by European for mobile telecommunications,and it has successfully dominated world-wide mobile telecommunications market.Success of GSM has several factors.Firstly,European Union adopted uniform and opening standardization policy.Secondly,full competition and cooperation embodied in the application of GSM standard.Thirdly,reciprocal intellectual property rights in strategic standardization alliance promoted diffusion of GSM.The case study makes much sense to Chinese supervision system and standardization policy during the 3G standardization. |
