浅谈农村城市化进程中失地农民社保问题

当前,我国"三农"问题中最突出的就是农民利益的侵害问题,其中农村城市化进程中城乡二元结构造成的农民社保不落实、不到位的问题尤为突出,已经成为影响和谐社会建设和制约城市化推进的制约因素之一。在城市化进程中,农民作出了历史性的巨大贡献,但是社会保障等突出问题的存在却使其本身的生存陷入前所未有的困境。因此,加强失地农民的社会保障问题,是农民群众的迫切愿望,也是树立并落实科学发展观、统筹城乡发展、全面建设小康社会与构建和谐稳定社会的需要。近年来城市化进程中城郊农民社保在不断发展的同时亟待完善,应从历史、政策、经济等方面分析问题产生的原因和我国农民社会保障的特点,研究与探讨解决城市化进程中农民社保问题的基本思路。

On the Problems of Social Security for the Land-losing Farmers in the Process of Urbanization

At present,the problem that social security for farmers has not been put into effects properly becomes so serious that it has influenced the construction of harmonious society and becomes the barrier for the process of urbanization.Therefore,solving the problem of social security for land-losing farmer is the urgent expectation of framers and the need of carrying out the scientific development and establishing a harmonious society.In recent years,the social security for suburban farmers is intended to be improved and its causes should be analyzed from the aspects of history,policy,economy and so on.It explores the basic route toward solving the problem of social security for the landlosing farmers in the process of urbanization.
