全面建设小康社会 重点是解决农民增收问题

全面建设小康社会的重大任务,是发展农村经济、增加农民收入.促进农民增收,不仅是经济问题,而且是政治问题,它既是改善和提高农民生活水平的根本途径,又是拉动内需,培育消费市场,促进整个国民经济快速、健康发展的关键.分析了我国农民收入增长缓慢的主要原因,并提出了农民增收的主要对策大力发展非农产业,加快农村劳动力转移;加快农业结构战略性调整,推进产业不断优化升级;依靠科技进步,增加农业科技含量;大力发展特色农业;切实减轻农民负担.

The Focus of Building a Well-off Society in an All-around Way Should be on Solving the Problem Concerning Peasant's Income increasing

The important task of building a well-off society in an all-around way is to develop agricultured economy,raise peasants' income. Theincreasing of peasants'income in not only an economical problem but also a political one. Thisis a fundamental way to increase peasants'standard of living and a key to propelling national economy in a speedy and healthy trend. This paper analyzes main reasons for the slow increasing of peasants'income, and points out main counter measures to tackle the problem.
