An Analysis of the Selection of Economic System and the Principle of Government Managing Finance

As a government activity in managing financial affairs, public finance is mainly embodied in the income and payment of finance. There exists a question of moderate scale when any government manages financial affairs. Therefore, there are different principles of managing financial affairs as the result of the diferent control of finance and the way of determining the scale. This paper tries to start with the financial experience of China and foreign countries, emphasizing the leading role of government in managing financial affairs under the conditions of planned economy and market economy. By theoretical analysis, this paper expounds the reason why the principle of arranging payment according to income becomes important under the condition of planned economy, the unfitness of the above principle for market economy, and certainty and feasibility of the principle of arranging income according to payment under the condition of market economy.
