| 摘 要： | 转型期企业参与城市治理具有重要的实践意义，可以应对复杂的城市社会问题，可以有效避免“政府”失灵效应，提升政府管理效率和水平。就其实践方式而言，主要包括承包、竞争授权分权和合作伙伴三种模式。综合分析三种模式的实践效益体现在三个方面：有利于培育成熟的市场主体；有助于服务型政府建设；有助于提升城市服务质量和水平。

| Abstract: | It has a great significance for the enterprises in transition to participate in urban governance.It helps to address complex social problems,effectively avoid "government failure",and enhance government’s efficiency.In terms of practice,it consists of three models,namely contracting,decentralization and partnership.A comprehensive analysis of the three models will help to foster mature market players,strengthen the building of a service-oriented government,and raise the quality of urban services. |
