河北沿海经济隆起带的内涵、实质和构成要素

周文夫从珠长渤地区的比较中看环渤海,从京津冀区域的比较中看河北,从津青连港区的比较中看秦唐仓,提出了河北在环渤海经济圈崛起中的发展定位长远目标是沿海经济社会发展强省,中期目标是进入环渤海经济圈的中心区位,近期目标则是打造沿海经济隆起带。宋树恩就河北在环渤海发展的近期目标,具体阐述了沿海经济隆起带的八项内涵、四个实质内容,以及六大构成要素。武义青、张云认为,河北在建设沿海经济强省中,应借力于天津滨海新区的开发,大力推进津冀产业的全面对接,在天津滨海新区的示范带动下,消除区域壁垒,实现体制创新,加快河北改革开放的进程。张波则对河北建设沿海强省中的若干政策性问题进行了深入思考和科学设计,提出了河北省在有关国家宏观调控政策、土地政策、财税政策、开发政策等方面的重要政策取向。

Song Shu-en thinks the near future objective in this area should have 8 connotations, 4 essential contents and 6 forming factors. Wu Yi-qing and Zhang Yun think that Hebei should take advantage of Tianjin Binhai economic zone to move its industries forward, removing regional barriers and creating new system. Zhang Bo puts forward that Hebei should have its own orientation of policy concerning the state's macro-control, land policy, finance and tax policy, development policy and so on.
