| Abstract: | Guo Songtao, the first minister of China in foreign countries, made great contributions to the protection of overseas Chinese during the term of his office in the Qing Dynasty. His thoughts and activities met the demand of historical development with great enlightenment upon the succeeding generations, who regarded him as the forerunner of overseas Chinese protection. |
