The present reform of economic system in China is actually a deep and complex process of system vicissitude. During this process, owing to China's special situation in reality, the government has generally become a dominant force. As a system determiner and supplier, the government plays a critical role in the path choice, changing order and opportunity selection of system vicissitude. Therefore, it is fair to say that Chinese economy's turning-track is actually a complicated system vicissitude under the control and guidance of government authority.
