浅谈农民“话语权”的缺失及回归途径

话语权是农民的一项基本权利，农民具有完全话语权是其利益真正实现的基础，也是保障党和政府公共政策科学性与有效性的重要前提。但目前我国农民话语权存在着严重缺失，必须通过采取构建农民利益表达的有效机制，消除农民话语表达的制度性障碍；提高农民整体素质和组织化程度，增强其话语表达效能；非农精英人士充当农民代言人，促使农民完全话语权的实现；发挥大众传媒的社会公共空间职能，为农民话语表达搭建平台等措施，促使农民话语权的完全回归。
