世界碳减排博弈困局及出路探析

摘    要:碳排放已成为人类生存环境的最大威胁,因此,进行碳减排也已成为世界各国的共识。然而,世界各国在碳减排的具体实施中却存在许多争议。从某种意义上,这意味着世界性的碳减排面临着一个难解的困局。而造成这一困境的原因主要是各国在利益方面难以协调,特别是由于各国发展程度差异造成的环境效用不同,使这一利益关系变得更为复杂。解决世界性碳减排合作的出路在于,长远的合作需要缩小各国的差距,短期的合作需要建立一个有效的协调机制。
