| 摘 要： | 全民医疗保险制度的建立在中国不仅是一个政治意愿和利益博弈问题,还具有中国社会的独特性与制度设计的技术问题。珠海的实践证明,经济发展水平并非是一个地区实行全民医保的充分条件,还需要依赖各地政府的重视程度和人口学特征等相关约束条件,以及各种制度并轨的切入点是否可得。
