加强环境保护 促进可持续发展

河南省的水污染问题已成为制约经济社会可持续发展的一个重大问题。产业能源结构的不合理,可持续发展观念淡薄,环保工作有法不依、违法不究,环保部门监管能力较弱等是造成环保问题的主要原因。坚持和完善地方党政领导环保责任考核工作,加快工业结构调整步伐,加强黄河流域综合治理力度;增加环保资金投入,实行环境与发展综合决策,是解决环保问题的有效措施。

Promoting Sustainable Development through Enhancing Environmental Protection

Water pollution is one of the key problems restricting the sustainable development in economical society in Henan province. Main reasons causing environmental pollution are the unreasonable industrial energy structure, weak sustainable development sense, protecting environment without following the regulations and no punishment to the illegal cases, and incompetent environmental protection department in monitoring as well. Several effective measures to solve environmental problems are put forward by the author such as stick to and perfect the testing work of local leaders' environmental protection responsibility, accelerate the pace of adjusting industrial structure, intensify the comprehensive harness of the Yellow River valley, add fund to protect environment, and make integrity policy based on environment and development.
