我国农村劳动力转移的阶段特征及政策演进

改革开放以来，我国农村劳动力转移经历了从“控制流动”到“规范引导流动”，政府从谨慎对待转变为积极应对，我国对待农村劳动力转移的政策从仅着眼于流动向以“流动、公平和融合”多目标综合管理转变。新时期应制定更加积极主动、综合有效的农村劳动力转移政策；更加重视农民工问题，将农民工问题提升到国家战略层面。
