农村安全供给的基本需求与制度保障

安全从本质属性上讲是一种公共品，属于非物质性公共品。安全需求是农民的深层次需求，但这一需求在一些农村地区难以完全得到满足。现阶段农村社会，盗窃抢劫现象、村民矛盾等，构成了威胁农村安全的主要因素。安全这一公共品供给不足的原因，一是村庄自身供给安全的能力大大降低，二是基层政府在安全供给上存在问题。为此。应加强乡村组织建设，使之能够有效提供安全和秩序供给；建立适应农村社会经济基础的乡村执法和司法制度，维护农村社会安全、促进农村社会和谐。
