The core competence and the non-core competence are two parts of the firm's competence.The equilibrium between them is influenced by the market competition and the governmental control.The governmental control,essentially,through the preference disturbance,the behavior disturbance and the government-market disturbance,leads to deviation of a new equilibrium between the core competence and the non-core competence,and of the equilibrium profit and structure of the competition relating to the equilibrium of the free market.The deviation caused by control depends on the relation between the governmental behavior,government-firm interaction and the market.
