| 摘 要： | 针对高校思想政治工作落不到实处的情况及其危害，鲜明地提出了高校思想政治工作应将着力点放在最基层，分析了高校思想政治工作的着力点应放在基层的原因，并结合实际阐述了高校怎样将思想政治工作的着力点放在最基层的具体做法。
