| 摘 要： | 本文首先介绍了清代前期的统治者的具体立法思想，着重论述了清代前期工商管理法律制度中“不与民争利”的思想，其次从手工业、矿业、商业税收、商人资格管理、行会和商帮的组织等制度阐述“不与民争利”的具体表现，最后得出清前期工商业政策的制定在一定程度上起到了扶持商业、促进商业发展的作用。
