高校科技发展中存在的问题与对策

高校科技的迅猛发展，带来了科技、教育与生产如何结合，怎样建立和完善适应市场经济的科技管理体制、科技激励机制和投资保证机制问题。正确认识和处理教学、科研与产业的关系，促进多种形式的产学研结合，充分调动教师、科技人员创新、创业的积极性，形成正确导向，建立起竞争、激励、约束和保障机制并存的科技管理体系与运行体系，应是解决问题对策中的应有之义。
