| Abstract: | Beneficial administration is an important administrative style to satisfy the civil rights to subsistence and benefit.The subject of the rights to subsistence and benefit is not limited to the country and government but could extend to the beneficiary and others who equally have the obligations.We should specify the reasons,nature and content of the obligations of the beneficiary and others so as to ensure the advantage of the theory of beneficial administration. |
