| 摘 要： | 武汉城市圈"两型社会"建设,法律可以且应当发挥重要的作用.根据城市圈的实际,选择"先行先试"的立法模式和专门立法的方法,十分必要且意义重大.其中,<武汉城市圈改革试验促进条例>的制定尤为关键,该条例科学合理的定位和起草是城市圈"两型社会"建设的法制保障.
