| 摘 要： | 该文在对我国实施的退耕还林还草政策进行简要描述的基础上，提出了政策持续性的界定标准，并分析了影响我国退耕还林还草政策可持续性的农户、中央和地方各级政府与行政部门的因素，最后从理论上提出了实现我国的退耕还林（草）政策可持续性的指标和标准。

| Abstract: | After a brief introduction of the policy of converting farmland into forest or g rassland in China,the paper first advances the standard for defining policy sust ainability.Then it analyzes the factors affecting the conversion policy sustaina bility viewed from the angles of farmers,local governments and administration bo dies,and the central government.And finally it puts forward the theoretical quot as and criteria for realizing the sustainabliity of the policy of converting far mland into forest or grassland in China. |
