| 摘 要： | 在国家最低收购价和临时收储政策等多因素的共同作用下,农民形成了明显的粮价看涨预期;国家托市政策又降低了农民可能承受的价格风险,导致当前普遍的农民＂惜售＂现象,农民分期售粮已经对粮食价格产生了重要影响。分析当前农民分期售粮的原因及其对农民、政府和不同粮食收购者的影响,建议进一步完善国家涉农政策,将农户储粮纳入统计范围,加大政府对农户储粮设施建设的支持力度。

| Abstract: | Because of the minimum grain purchase prices,temporary purchase policy,etc,farmers developed an obvious anticipation for future grain price rise.Moreover,government’s city policies decreased the farmers’ potential price risk,which resulted in popular hard-trading-in-a-dream among farmers,and now farmers’ grain sale at different periods has come into being an important influence on grain price.This paper analyzes the relevant reasons and its influence on farmers,government and grain purchasers,and puts forward suggestions that government should consummate national agricultural policy,bring farmers grain storing into statistic account and increase the support to improve farmer grain storing infrastructure. |
