困厄与出路：乡村治理与新农村建设

治理作为西方语境下的概念,运用到中国,必须与中国国情相契合,也就是说必须在坚持中国共产党的领导和生产资料集体所有制的前提下进行社会的治理.中国治理的困境主要存在于农村建设的管理与自治、村干部的行政权与自治权以及村民的分散经营与集体认同的三对悖论中.为此,需要重整国家政府、基层政权与乡村的利益,并大力发展乡村集体经济.

PREDICAMENTS AND OUTLETS:RUAL GOVERN]MENT AND NEW RURAL CONSTRUCTION

As a concept in the Western language conditions,government must be accorded to the China's actual conditions,once used in China,it is to say,it must be on the premise of the leadership of the CPC and means of production collective ownership that to govern the society in China.The dilemma of government in China is existed in three paradoxes,such as the paradox between rural construction,the one between rural cadres' administrative power and autonomy and the one between villager's dispersing management and collective identity.So,it is critical for solving above three paradoxes,reintegrating the interests during government,grass-roots regime and village and developing rural collective economy in order to overcome the predicament of rural government.
