主体功能区建设与产业发展简析

十一届全国人大第四次会议通过的＂十二五＂规划《纲要》,明确地对我国实施主体功能区战略作了具体部署。这是使我国走上科学发展轨道的一项重要战略举措。它不仅能均衡区域经济发展的不平衡性,而且能推动各地区根据不同的资源禀赋和比较优势,发展各具特色的区域经济,形成区域经济新格局,并通过不同区域的主体功能定位,因地制宜地为区域产业发展提供最佳的发展机遇和良好的环境条件,从综合效应上给力,有力地推进经济发展方式转变,加快结构优化升级,促进城乡之间、区域之间、人与自然之间和谐发展。

Construction of Major Functional Areas and an Analysis of Industrial Development

In the 12th National Plan approved by the fourth session of the llth National People＇s Congress, there is clear stipulation on the strategy to implement the construction of major functional areas. This strategy is of great importance for it is the very measure to help China to step on the road of scientific development. It will contribute to the balanced development of regional economy, encourage different re- gions to develop on the basis of their own recourses and advantages, and form a new pattern of regional e- conomic development. Besides, it lays out the direction of development for different functional areas, and provides good opportunities and favorable environment for each of them. Moreover, it will help to promote the shift of economic development modes, speed up structural adjustment, and enhance the harmonious development of the city and the countryside, different areas, and man and nature.
