中国核电发展的现状与展望

发展核电是我国经济可持续发展的必然选择,也是一项十分艰巨困难的任务。文章探讨了我国核电发展的规划蓝图及核电产业"两步走"的设想,提出了核电产业目前存在的能源结构优化、规模效应、产业组织及技术模式等几个方面的问题。同时,指出我国核电发展正处于关键时期,核电发展应适时地从项目启动走向在总体战略指导下有目标的推进。根据我国核电的技术经济特性,我们提出了发展前期采取产业政策扶植、发展中完善核电的市场建设,到最后行业管制下放松规制的"三阶段"决策思想。

The Actuality and Expectation of China Nuclear Power

It is an inevitable choice to develop nuclear power for China's economic sustainable development. At the same time, it is a task full of various difficulties. In this text, we discuss the planning of the NP development of China, propose "two steps " of nuclear power industry and list problems such as energy structure optimizes, scale effect, industrial organization,technological mode etc. We think that it is the key time for China NP development which should be operated under a total strategy. Therefore, we suggest a decision thought of " three stages " for China's NP development :(1)foster it in early stage;(2) Perfect its market construction in middle stage; (3)relax it in the last stage.
