| 摘 要： | 环境是西部大开发的重要因素，西部大开发应重点搞好环境的优化问题，在环境优化中要重点搞好软环境优化。软环境优化的内容包括体制环境、政策环境、人才环境、人文环境四方面。软环境优化的对策有更新发展观念，普及市场经济知识，争取优惠政策等。

| Abstract: | The environment is an important factor in the development of western regions. We must improve the quality of the soft environment in the western region′s development. The contents of the soft environment are: humanities environment, talented person′s enviroment, system environment and policy environment. The corresponding measures of improving the quality of soft environment are: replacing concept of the development, spreading knowledge of the market economy, striving for preferential policy. |
