对高校本科教学评估的几点思考

摘    要:对于初次参加评估的高校,本科教学评估的作用是转变政府职能,加强宏观管理;使高校领导者和教育主管部门获得科学决策的依据;鉴定与诊断高校教学工作;促进本科教学管理规范化、科学化。对于第二轮或者依次参加5年一轮评估的高校,则主要是发挥检查和问责作用。在本科教学评估中,具有一定的办学特色应是对所有高校的要求,至少应是对国家“211工程”建设高校的基本要求。评估指标体系应在注重高校的差异性、定量与定性相结合、考察高校教学与科研关系、严密逻辑关系等方面进一步完善,将评估结论与高校拨款、招生计划审批、专业设置等结合起来。

Abstract:Undergraduate education evaluation for those universities which are initially evaluated can transform government functions and strengthen the macro-management so as to provide university leaders and educational administrators with basis for scientific decision.In addition,the evaluation can appraise and diagnose the undergraduate education to make its management standard and scientific.For those universities which take part for the second time or in the cycle of every five years,the evaluation mainly functions as inspection as well as investigating and affixing responsibility.It is required by the evaluation that any university,at least those involved in "211 Projects",should have their own distinctive features.The system of evaluation index should be improved in the following aspects: more attention should be paid to differences among universities;qualitative and quantitative evaluation should be combined;the relationship between teaching and scientific research should be inspected;and logical relations among indexes should be appropriate.The result of evaluation should be consistent with financial allocation to the university,with examination and approval of enrollment plan and with the offering of specialties.
