| 摘 要： | 我国近年来集体建设用地流转方面的政策出现连续松动的迹象。虽然全国性规则尚付阙如．但各地规范性文件接踵而现，并在流转实践中形成了几种相对固定的模式。透过各地规范性文件和流转实践，可以提炼出若干关涉集体建设用地制度变革的根本性问题，为学术研究和立法完善提供进一步思考的方向。

| Abstract: | National policies in recent years show signs of loosening on this problem.While the national rules are still lacking,cities enacted rules one after another,as a result,several relatively fixed patterns for circulation are formed in practice.Through rules enacted by different cities and circulation practice,we can extracted a number of fundamental issues involved in institutional change for collective construction land,which provide guidelines for academic research and improving legislations. |
