| 摘 要： | 经过多年的改革,我国城市社区管理体制经历了从"议行合一"到"议行分设"再到"居站分设"的巨大变化.在中共十七大提出加强社会建设的形势下,社区的重要性将更加凸现,社区管理体制面临新的改革.可能的改革方向包括行政化方向和民间化方向,前者的基本思路是"街站合并重组,街道办小型化",后者的基本思路是"把社区工作站定位为民办非企业单位".两种方向各有特点,各有利弊,各有阻力.
