基于自组织理论的河北省科技创新能力评价

摘    要:文章引入自组织理论中的突变论,首次采用突变级数法对河北省科技创新能力进行评价,避免了传统评价中计算复杂、主观权重过大等不足。文章介绍了突变级数法评价的基本步骤,按照此步骤对11个地市进行客观评价。并将河北省11市科技创新能力划分为四种类型,在不同的类型下,各地市可以有针对性地采取发展方式,提升科技创新能力。

Abstract:Catastrophe theory in the self-organization theory is introduced in this paper.The paper evaluates the capability of science and technology(ST) innovation in Hebei Province using Catastrophe Progression Method(CPM) for the first time.This method avoids some disadvantage in usual evaluation which includes the complexity of computation and the large weight in subjective.The paper gives a brief introduction of CPM's steps and then evaluates the 11 cities objectively.A scatter diagram is drawn obtaining innovation output and input.The ST innovation capability is divided into 4 types and different development approaches could be chosen according to their types to enhance the capability.
