| 摘 要： | 效率与公平是人类追求的理想目标 ,但在实践上一直都没有得到彻底的解决 ,主要原因是我们还没有正确认识两者的关系。科学的发展观更加注重对人的公平、效率提高的有序性和效率的长远性 ,将能更好地指导我们在新时期正确处理效率和公平的关系。

| Abstract: | Efficiency and equity are the ideal targets that mank ind always pursue . However, in practice, these two aspects haven't been coordinated well all the time. The main reason is that we haven't come to the probably correct relationsh ip between them. It will help us to analyze the recent condition of our country and come up with a strategy for the future if we can talk on the efficiency and equity from perspective of the scientific development concept. |
