发展民办高等教育的若干策略

由于在内部决策与管理、筹资、教学等重要环节中存在着明显问题 ,加之公立高校在教学、招生政策等方面的改革 ,以及海外高教机构纷纷抢滩中国的生源市场 ,现阶段民办高等教育所面临的形势非常严峻。本文提出了民办高等教育发展的若干策略 :建立、健全以教育股份制为核心的聚资体制和决策体制 ;形成以适应地方发展为目标的产学结合人才培养体系 ;联合办学及合并 ;制定和实施民办高等教育法。

Ways for Non-state-run Higher Education in China

Chinese non-state-run higher education has unresolved problems with its key systems of internal decision and management,funding and teaching.These problems have resulted in a crisis deepened by the reforms within public institutions and the fact that an increasing number of foreign countries are vying for a share in Chinese higher education market.The paper suggests several ways to go:first,installing a stock system-based mechanism to collect education funds;second,forming a teaching and learning system that follows a practicing-going-with-learning principle for adjusting regional development;third,running jointly and merging;and finally,government's legislation work for non-state-run higher education.
