民国初期山西农村人力资源的开发与利用

近代以来,在天灾人祸的影响下,山西农村的人力资源遭到了极大的破坏。民国初期,山西省公署根据山西的实际情况,在禁烟和天足等方面采取了积极有力的措施,使山西农村的人力资源得到了一定的开发;同时在山西的垦荒造林、兴修水利和栽桑养蚕等事业中有效地利用了这些人力资源,在一定程度上促进了山西农业经济的发展。

The Rural Human Resource' Exploitation and Utilization in Shanxi in the Early Days of the Republic of China

Since entering the modern times, under the natural disaster and man- made calamity's influence, the rural human resources in Shanxi Province encountered the biggest breakage. In the early days of the Republic of China, the government of Shanxi Province , according to the actual circumstance in Shanxi, adopted the positive and strong measures to ban the opium-smoking and the opium trade, making exploitation of the rural human resources in Shanxi; at the same time the government of Shanxi Province utilized effectively these rural human resources to reclaim wasteland, plant trees, build water conservancy projects, plant mulberry, raise silkworm, which promoted the development of agriculture economy in Shanxi in a certain degree.
