Abstract:This article presents a review of developments which led to the establishment of the public relations occupation in Britain. Themes discussed include democracy and totalitarianism, propaganda, bureaucracy, and professionalisation. The research is based on sixty qualitative interviews and research in the archive of the Institute of Public Relations (IPR).
