| 摘 要： | 公共政策的目的在于调整和规范社会利益结构,以促进社会,经济健康,快速发展,从根本上有利于实现最广大人民群众的根本利益。在公共政策执行的过程中,出现了各种政策执行失灵现象,因此,有必要在探析公共政策执行失灵原因的基础上寻求解决问题的对策,从而保证公共政策的顺利实施。
