| 摘 要： | 本文通过对比新投资体制下代建制在各地的进展情况,提出了选择“公司代建制”的发展方向。从政府投资工程“投、建、管、用”职能分离的体制改革角度,研究了“代建制”的亟待解决的管理问题,并从代建人和政府两个角度分别提出了完善代建制的关键所在。
