摘    要:随着北京市经济的高速增长,第三产业比重将会由70%提高到80%~85%,作为资源型重度缺水地区.必须通过产业结构调整来优化第三产业的用水结构。基于万元GDP水耗和第三产业相关系数的聚类分析,本文认为北京地区应根据产业影响力系数和感应度系数及水资源投入产出比制定产业调整策略;发挥首都优势,构建水资源配置与经济增长的可持续发展机制;出台相应政策,加强产业用水的相关管理,以促进北京市经济可持续发展和水资源的平衡利用。

Abstract:As the economy further enhancing, the volume and proportion of Beijing tertiary indus- try is growing from 70 % to 80 96- 85 %. It must optimize the water consumption structure of the tertiary industry by adjusting industrial structure as district with resource shortage of water seriously. Based on million yuan GDP water consumption and the cluster analysis of relevant coeffi- cient of tertiary industry. In view of industrial influence coefficient, reaction coefficient, and in- put-output ratio, it is to constitute the industry adjustment strategy; to establish sustainable de- velopment system of water resource allocation and economy growth with Beijing advantage exertion; to enhance the relevant management of industrial water consumption as following relevant policies issue, in order to promote the balance of water resources and Beijing sustainable economic development.
