| 摘 要： | 实践表明,民族地区实施跨越式发展,除客观条件外,还有一个关键问题,那就是转变观念。通过解放思想,树立创新意识,克服因循守旧的思想,自觉地从那些不合时宜的观念、做法和体制的束缚中解放出来,从那些教条主义的理解中解放出来,才能使西部民族地区从传统走向现代化,实现跨越式发展。
