| 摘 要： | 高校学报在高等学校中具有重要作用，它是高等学校主办的学术理论刊物，是展示所在高等学校的一个重要窗口，学报的存在与发展对高校来说具有积极的现实意义，是所在高等学校发现和培养学术人才的重要园地和学科建设的推动器。为了充分发挥高校学报的作用，需要对其办刊模式进行转变，强化高校学报的“学术窗口地位”，严把审稿关，提高稿件质量，以适应新形势下高校学报发展的要求。
