| 摘 要： | 1962年初"三级所有、队为基础"体制的确立,把农村人民公社划分为两个历史时期.人民公社运动时期单一的公社所有制,是在征集所属各农业合作社和社员的生产资料的基础上创立的,它使生产经营、收益分配等项权利都由公社支配,严重挫伤了农村基层和社员的生产积极性,对农业生产产生了巨大破坏作用.人民公社所有制是以生产队为基本生产和核算单位的农村三级所有制,它名义上保持了生产队所有权的相对完整和独立性,但其政社合一的体制特征为国家全面控制和干预生产队的经营活动提供了制度保障.生产队所有权的残缺是我国农业长期徘徊不前的重要制度根源.

| Abstract: | The new rural system founded at the begining of 1962 divided the history of the Rural People's Commune into two periods. The new ownership founded in the People's Commune movement (1958 - 1962) did great damage to agri- cultural production ;The ownership in the People's Commune (1962 - 1982) was suited to the fural conditions relatively. However,"Zheng She He Yi" (the commune integrated integrated government with commune management) brought about an incomplete ownership of the production team, it is the main reason why Chinese agriculture production made slow progress during the two decades. |
